3M Scotchcal Overlaminates 8518, 8519, 8520: fire rating

Every fire result 3M publishes for this film, the substrate the specimen was mounted on, and whether each rating is a test of this product. Best evidence basis across its rows: Tested — the basis is per row, so read the standard beside it.

Compiled & verified 2026-08-09 from 3M-authored documents

These are 3M's published results, not our testing. For a permit or a fire marshal, request the current certificate for your product and lot. Nothing here replaces the authority having jurisdiction's approval. We install film; we do not certify it.

Only 8519 was tested. Both 8518 and 8520 carry letters extrapolating from it. Since the overlaminate is the outermost layer facing the flame, this is the extrapolation most worth knowing about.

What to hand a fire marshal

  • ASTM E84-05 (Tested): the report cited in that row tests this product to that standard — hand it over when that standard is the one the fire marshal asked for (a slip or EU test does not answer an ASTM E84 request). A named third-party report tests this exact product.
  • ASTM E84 (by extrapolation) (Extrapolated by 3M): hand over 3M's signed extrapolation letter together with the sibling product's report it attaches, and confirm first that the authority having jurisdiction accepts an extrapolation. No test of this product. 3M supplies a signed letter attaching a sibling product's report and stating it is expected to perform comparably — a legitimate manufacturer position, but not a test of the film you are installing.

This film is one of 16 in the 3M Graphic Film Fire-Rating Matrix, which explains the three evidence bases and the ASTM E84 classes. What the building will accept is the other half of the question: the Venue Graphics-Rules Index covers flame-certification rules at 34 U.S. convention venues.
